We have a couple users with iPad's and iPhones using Traveler with AT&T and it works. I am not doubting the validity of your statement, just letting you know that it works for me. Can you do me a favor and let me know the problems you are having with AT&T.

If you want to make the iPad use the Ultralite mode you need to specify the mobile redirect to include ipad. Ours says "ipod,iphone,android,ipad,blackberry". We have a separate redirect to allow this as we are on 8.5.1, I think 8.5.2 has ipad out of the box.

Its funny, but before we implemented this change some users could hit inotes from the ipad some could not. I was never able to figure out what was the difference between users.
